I am so hooked on this one, I have yet to try any other cereal. However, I do not know why Cocoa Rice Krispies would not work, or any other cereal for that matter.
Could I use a graham cracker crust instead?
Yes, to do so use 2 cups of crushed graham crackers, ¼ cup sugar and 2 tbsp butter, melted. Press it down using the bottom of a measuring cup. For that fact, you could use a different cereal, wafer cookies or even chocolate sandwich cookies.

2 cups Fruity Rice Krispies
1 cup marshmallows
6 tbsp butter, unsalted
Filling:
16 ounces softened cream cheese
1 envelope plain gelatin

1 cup whole Fruity Rice Krispies
How to make Fruity Pebbles Cheesecake
For the Crust:
Melt the butter in a pan with the marshmallows

Refrigerate for 20 minutes
For the Filling:
Add the cream cheese to a mixing bowl and beat with an electric mixer
Add the powdered sugar
Add 1 cup of whole cereal
Combine the gelatin with water as directed, heat until the gelatin becomes liquid
As you continue to mix the cheesecake filling, slowly add in a stream of the gelatin and combine well
Pour the mixture into the pan with the crust
Sprinkle the crushed cereal on the top
Chill in the refrigerator for 2 hours to fully set
